REAL ESTATE TAX VALUE
It is well known that since 1997 a system of calculating the real estate tax value has been established, beginning with areas within city limits, Hora, Batsi, Gavrio and Ormos, same with the one used in Athens. Later, this system was used for properties everywhere except the ones within city limits of other villages, where the old system of comparative data is still used.
It is also well known that every time new values were announced, a simple comparison with similar places, would show that values in Andros are extremely high, especially in cases of parental transfers, inheritances, etc. Additionally, in the cases where the old system of comparative data is still used, the situation is tragic, since there are values many times higher than the real ones.
What is not known is the fact that according to the law of calculating these values, a kind of dialog takes place with Local Government, through a committee, which proposes its opinion to the Ministry of Economics, and which consists of representatives of Local Government, Technical Chamber of Greece and the local tax service director.
These proposals are advisory only and don't have a binding nature for the Ministry. With this procedure the law, which speaks about dialog, is infringed and in the end the Ministry announces the long ago decided values, a decision based not on objective facts, but on its will to raise the tax income for the state. This is easily proved by the fact that such a proposal was never accepted, but instead higher values are always announced.
Two more examples:
In Batsi, the announced values were so high, that the Ministry of Economics lowered them by itself.
Last time we participated in this Committee and after numerous meetings, trips to the Ministry in Athens, and having followed their directions, we (the three Municipalities, Mr. Giannis Koulouthros representing the Technical Chamber of Greece and Mr. Spyros Grigoropoulos, Director of the local Tax Service) ended up in a unanimous proposal, which was completely ignored by the Ministry of Economics, which announced values 30%-50% higher than the agreed ones.
This year (from 1-1-2001), the values have to be re-adjusted according to the law, so the local Tax Service invited us to participate in the Committee for the proposal of the new values.
From the beginning of this year, the media announced that from 1-1-2001, the values will rise from 30%-70%, depending on the specific area, information leaking by the Ministry of Economics.
We believe, that this Committee is a false show of democracy and dialog, an effort to create an alibi for already taken decisions and as such, after a unanimous decision of the Municipal Council in 25-8-2000, the Municipality of Korthi refuses to participate.
We ask the Ministry of Economics to stop burdening the people living in Andros and start treating the island realistically, like the rest of Greece.
We call the people of Andros to protest, in order to avoid worse developments. We also declare that we are ready for any kind of cooperation.
